Professor Dato' Dr. Mohammad Shatar Sabran was born on February 7, 1967 in the state of Perak Darul Ridzuan. He got his early education at Bota Kiri National School and later at Dato' Abdul Rahman Yaacub Bota Kanan Secondary School. The next level of study starts from a Diploma in General Studies at Indiana University of Bloomington, United States. Later, he continued his studies at the Bachelor's and Master's level in the field of Community and Regional Planning at Iowa State University and then at the Doctorate level in the field of Leadership and Community Development at the University of Missouri in the United States.


He has been appointed as the Chief Executive Officer at the Malaysian Qualifications Agency (MQA) starting 8 February 2021. As an Agency under the Ministry of Higher Education (KPT), MQA is the sole body that oversees and coordinates the quality assurance and accreditation of higher education in the country.


His early career as a top management started from Universiti Putra Malaysia when he was appointed as Deputy Vice-Chancellor (Student and Alumni Affairs) in 2013. Continuing to display credibility as a leader, he was later appointed as Vice-Chancellor of Universiti Pendidikan Sultan Idris in 2017. Based as one of the National Social Experts, he has delivered more than 800 lectures and published more than 40 books related to motivation, leadership and community development. In addition, he is frequently invited as an international panelist; among them QS MAPLE 2019 (Middle East & Africa), QS APPLE 2018 (Asia Pacific) and Bett Asia in 2019 and 2018. In addition to being known as an expert in the social field, he is also referred to as an expert in soft skills (soft skills ) by more than 20 institutions and government agencies in addition to being a regular guest on Radio Television Malaysia (RTM), Bernama and Astro Awani.


In the context of recognition, he has received various awards at the national and international levels. Among them are the ' Extra Ordinary Performance Awards ' from Iowa State University; 2010 Media Personality Award; Gold Award, Innovation and Research in Counseling 2010; 2011 National Academic Award (Teaching Field); Outstanding Intellectuals of the 21st Century 2012 by the International Biographical Center, England and listed in the publication Who's Who in the World 2012; Outstanding Contributions to Education Award 2017 from The Golden Globe Tiger Awards; and the International Education Awards 2018 (IEA '18) from Ink. Edu Media.


He was also awarded the Indera Mahkota Pahang (DIMP) by His Majesty the Sultan of Pahang in conjunction with His Majesty Tuanku's 83rd Birthday in 2014. Most recently, he was awarded the Perak State Darul Ridzuan Grand Order, which is the Dato' Paduka Mahkota Perak (DPMP) in conjunction with the 62nd Birthday of His Majesty the Sultan of Perak Darul Ridzuan Yang Ke on November 4, 2018. Each of these recognitions is given for his support and contribution to the advancement of education in Malaysia and in the Asian region, South America and Africa.
